Sure, she's not entirely a stranger; Sonny always has the habit of talking about the people he likes, and Dorothea's no different in that regard. She knows a lot about Neo secondhand, just from how Sonny talks about his beloved, but knowing him firsthand is a different experience entirely that a social butterfly like her hasn't gotten much of a chance to do.
